Instead of waiting for the MOR, I want to make sure I am keeping my
files up-to-date throughout the year. What documents are important to keep
that are identified at the time of the MOR?
Keep all application documents in the file including
documentation and support used to determine eligibility. In addition, the
original lease and all required addenda as well as current certifications,
verification documents and move-in/move-out 50059. Other documents that
should be included in the file are any rejection letter, if applicable
along with any appeal, preference verification, acknowledgement of receipt
of lead-based paint pamphlet & disclosure form, acknowledgement of “Resident
Rights and Responsibilities Form” and move-in/annual inspection report.
got a letter saying NTHDC is going to do an on-site management and
occupancy review of my property. I've never had one. What do I need to do?
First, confirm the date with the contact person
mentioned in the letter. Then, in order for the review to run efficiently
and effectively, gather and have ready all the information listed in the
letter. The review team will arrive on the scheduled/confirmed date and
guide you through the entire process. Before leaving, they will conduct an
exit conference to review preliminary findings, giving you an opportunity
to respond and provide additional information if necessary.
The NTHDC review team then completes the management report at their offices
and forwards a copy to you within 30 days of the exit conference. The
letter attached to the report will provide further instructions regarding
follow up actions.
What are my options to appeal a score on a management and occupancy
review?
After the Management and Occupancy Review Report is
issued, you will have an opportunity to respond to the findings. In your
response, you may appeal any overall or categorical rating of Below Average
or Unsatisfactory in accordance with HUD Handbook 4350.1 Chapter 6.
Appeals should be submitted to the Regional Manager responsible for the
review within 30 calendar days of the report issue date. The Regional
Manager and Local Contract Supervisor will forward the appeal package,
within 10 calendar days, to their supervisor for review assignment to
ensure that the same Regional Manager does not review your appeal. The
initial appeal decision will be transmitted to the owner/agent within 15
calendar days of receipt of appeal. If the appeal is affirmed, the report
is re-issued. If the appeal is rejected, the transmittal letter will
explain the options for owners/agents.
