In 2004, the U.S. Department of Housing and Urban Development (HUD) awarded Contract Administration for the project-based Section 8 program within the State of Florida. In 2011, NTHDC further expanded its portfolio by acquiring Contract Administration responsibilities for St. Thomas and St. Croix in the U.S. Virgin Islands. In total, the portfolio comprises 462 multifamily properties with 41,291 housing units, serving over 60,000 resident families. The award is part of a landmark management reform called HUD 2020, under which HUD outsourced its contract administration responsibilities to qualified public housing agencies that can achieve the programmatic objectives of:
